Welcome to the California Office of Systems Integration

Statewide Automated Welfare System (SAWS)

The SAWS Project is the automation of county welfare business processes for the following programs:

  • CalWORKS, SNAP, Medi-Cal, Foster Care, Refugee, and County Medical Services.

SAWS is being implemented through four consortia.

  • Interim Statewide Automated Welfare System (ISAWS) Consortium
  • Los Angeles Eligibility, Automated Determination, Evaluation and Reporting (LEADER) Consortium
  • Welfare Client Data System (WCDS) Consortium
  • Consortium IV (C-IV)

The Office of Systems Integration is responsible for state-level project management and oversight. The Consortia are responsible for local project management.

The SAWS project also includes the Welfare Data Tracking Implementation Project (WDTIP).
