John Boule, OSI Director

Picture of OSI DirectorOn February 19, 2014, Governor Brown appointed John Boule to the position of Director for the Office of Systems Integration.

As OSI Director, Mr. Boule provides leadership and oversight for the multi-billion dollar OSI portfolio of Information Technology projects which impact many of California’s most disadvantaged residents.

John has been involved with health and human services agencies for over two decades with an emphasis in program and systems automation. John is a seasoned information technology professional having thorough project management and implementation experience with large complex initiatives requiring the integration of automated systems, program policies, procedures, and training curricula.

John served as the Project Director for the Statewide Automated Welfare System, Consortium IV (C-IV) from 2005-March 2014. During his tenure with C-IV, the Project and Consortium expanded from serving four counties to currently serving thirty-nine California counties. John held multiple positions with the First Data Corporation which included work with the Welfare Client Data System (WCDS) Consortium on the CalWIN Project. While at First Data Corporation, John also worked extensively with the Interim Statewide Automated Welfare System (ISAWS) Consortium prior to its migration to C-IV.

Before moving to California in 1999, John worked for the State of Arizona in the Attorney General’s Office as well as the Department of Economic Security, where he held multiple positions from 1990 – 1999 including welfare reform implementation manager, executive staff assistant, and regional program manager.

John earned his Bachelor of Arts Degree from Arizona State University and his Master’s Degree in Organizational Management from the University of Phoenix. John is excited and energized by the history, mission and vision of OSI. He is thrilled about bringing his background and experience to OSI to build upon the legacy of success in making positive impacts on people and programs through improved automation and project management.

John is happily married to his wife Tammie, and together they are the proud parents of three children who are all attending local colleges and universities in pursuit of their dreams. He enjoys spending time with his family, riding motorcycles with his friends, watching sporting events, and spending quality time in-front of his barbeque in his backyard.
