Director's Biography

Carlos Ramos was appointed as Director of the Office of Systems Integration (OSI) in September, 2006. OSI manages a $5.5 billion system and project portfolio comprised of some of the largest and most complex IT projects in state government. As director, Carlos is responsible for successful management, development, implementation and oversight of systems and projects that support a myriad of Health and Human Services programs.

Carlos also serves as the Agency Information Officer (AIO) for the California Health and Human Services Agency (CHHS), a position he has held since March, 2004. As AIO, he provides oversight, assistance, policy advocacy, coordination, and guidance for the IT programs and projects of the 13 departments that are part of CHHS.

Prior to his appointment as Director of OSI, Carlos served as Assistant Secretary, California Health & Human Services Agency (CHHS). Previously, he was Director of the Stephen P. Teale Data Center for two years, and prior to that he was the CIO for the Department of Social Services for three years.
